    The millennium of Lithuania’s first historical mention got off with a bang. After threats to cancel the festivities were overcome, then some changes to the organising committee, the fireworks and sound show of Gert Hof finally took off on the dawn of 2009 above Vilnius Cathedral.
    There was much talk about the cost and necessity of this production, but the people of Lithuania arrived en masse, and enjoyed the experience. It was a safe and friendly atmosphere that surrounded the Cathedral and city that was enjoyed by all who attended.
    Further events have included ice skating as well as ice sculptures in Rotuše Square, art and craft events and street musicians day on the first Sunday in May is in full swing, and we’ll keep you up-to-date on all the latest in the next issue.
    European Capital of Culture” program was launched by the Council of Ministers in 1985 as a result of an initiative of the Greek Minister of Culture - Melina Mercouri. The nominated city is announced the European Capital of Culture for one year and acquires the exceptional opportunity to promote its local culture within the European Union. During the period of the last twenty years more than thirty European cities have been nominated for the European Capital of Culture status. According to the European Parliament’s decision accepted this year, since 2009 the programme includes not only the existing members of EU, but also the new member states. Thus every year two cities will be nominated for the European Capital of Culture.
    Lithuania is the first country among the new member states to have its capital nominated for the European Capital of Culture status. 2009 is an exceptional year for our country: we are celebrating the Millennium since the historical mention of Lithuania.
     
    This year Lithuanian delegation presented the outlines of „Vilnius - European Capital of Culture 2009“project to the European Commission’s Selection Panel comprised of independent experts (Application I. Vilnius – European Capital of Culture 2009. Application II. Vilnius CV – Creativity and Vitality). The respective Panel evaluated the efforts of Lithuania and the proposed program of events and unanimously recommended European Commission, European Parliament and European Council to nominate Vilnius for the European Capital of Culture 2009 (Report on the Nominations from Austria and Lithuania for the European Capital of Culture 2009).
    October 1 of this year joint projects are planned to take place in Linz (Austria), among them – the press conference of the mayors of Vilnius and Linz and jazz performance of Lithuanian and Austrian musicians over the river Danube. These events will officially announce that Vilnius and Linz are ready for a start.
    June 23, 2005 the Minister of Culture of Lithuania Vladimiras Prudnikovas and the mayor of Vilnius Artūras Zuokas signed the Protocol of Intent concerning the implementation of the program “Vilnius - European Capital of Culture 2009”, which, seeking to ensure successful implementation of the programme covers the immediate action plan and agreement to collaborate between these two institutions.
    The official designation of Vilnius as the European Capital of Culture 2009 by the European Council is expected to be announced in November of this year. This date will launch the preparation process of Vilnius that will give a start to the formation of the State Committee headed by the Prime Minister, establishment of “Vilnius-European Capital of Culture 2009” bureau and program council as well as commence the selection of projects.
    Main criteria of the European Capital of Culture programme:
    European dimension – the programme has to be based on the collaboration of European countries, to highlight richness and diversity and emphasize the common aspects of the European cultures.
    Social dimension – the programme has to engage the population of the European Capital of Culture and of other countries and lead to lasting development of the city’s cultural life.

    Mission of “Vilnius - European Capital of Culture 2009”
    The programme “Vilnius - European Capital of Culture 2009” aims to highlight and reinterpret the European cultural experience, to make this experience an integral part of our modern life and infuse it with new energy. “Vilnius - European Capital of Culture 2009” is the most ambitious project in the history of the city, which will significantly and permanently enhance the role of culture and stimulate the cultural contacts with other European countries. Vilnius as the European Capital of Culture 2009 will become the highlight of the European cultural map. The Cultural Capital programme will serve as catalyst of city’s cultural life and will consolidate different institutions and social groups for one common purpose. The project, being an integral part of the capital’s vision, will be integrated into the city’s long-term development strategy as well as into implementation of objectives of Lithuania’s cultural policy, foreign policy and country’s tourism strategy.
     
     
    Aims and objectives
    Strengthen the positions of the city as ambitious, vital and creative cultural centre, thus advancing the acknowledgement of city’s international significance.
    Redefine the cultural identity of Vilnius emphasizing culture as the catalyst of communication, important part of everyday life and the source of pride and self-esteem.
    Help the foreign visitors to discover Vilnius – the city of culture and vitality.
    Engage the local community into the cultural life – expand the audiences of cultural events on local and national level.
    Significantly improve city’s cultural infrastructure.
    Present the celebration of the Millennium of Lithuania on the international level, emphasising the historical links between Vilnius and the common European cultural history.
    Stimulate the initiation of new, progressive and lasting cultural projects of high value and international scale, revitalize the present cultural institutions.
    Special significance to be dedicated to the new independence generation. The project aims to unravel the common European values to our youth and motivate their participation in the process of building the culture of future Europe.
    European dimension
    The openness of the concept of Europe, the interregional collaboration, the openness to the global cultures and creative ideas lies at the heart of “Vilnius- European Capital of Culture 2009” programme.
    The main projects of „Vilnius- European Capital of Culture 2009” programme will take place in various European countries and will involve most of the past and future European Capitals of Culture.
    The chosen theme of the programme will stimulate the collaboration of various partners on the national and international level.
