PayPal problema

Turiu tokią situaciją, kad mane apgavo PayPale prieš kelis mėnesius ir limitas šoktelėjo į minusą ir užlimitavo vartotoją, taigi susikūriau naują vartotoją, pasitvirtinau su savo kortele ir gavau laišką iš PayPal:
